PREAMBLE

"VIGYANMEV JAYATE" – meaning "Science Alone Triumphs" – is the scientific rendition of India's national motto "Satyamev Jayate" (Truth Alone Triumphs) . It stands as a beacon of scientific temper, rational inquiry, and evidence-based progress for the Republic of India.

Established on February 20, 2015, under the editorship and scientific vision of Dr. Basudev Kumar Sharma (Chief Editor & Investigative Scientist), VJM was formally registered with the Registrar of Newspapers for India, Ministry of Information and Broadcasting, Government of India, as a National Scientific Monthly Magazine dedicated to the citizens of India. It has since expanded globally, functioning as a self-governing scientific research institution under the administrative purview of the Department of Science and Technology (DST) , Government of India.

An application has been respectfully submitted to the Hon’ble President of India and the Hon’ble Prime Minister of India for the formal establishment of VJM as an autonomous scientific research institution under the Government of India. Upon such recognition, the financial and operational strengthening of working scientific volunteers and Science Press Clubs will be ensured.

VJM is not merely a publication; it is a Maha-Scientific Organization of young and adult scientific journalists, scientists, and science promoters. All its movable and immovable properties are the sole assets of the Government of India. VJM is a National Asset of the Republic of India, with no private ownership.

CONSTITUTIONAL AND PHILOSOPHICAL BASIS

  • Inspiration: Derives directly from the constitutional value of scientific temper (Article 51A(h) of the Indian Constitution) and the national motto "Satyamev Jayate."
  • Philosophy: Science, like truth, is universal, non-discriminatory, and always victorious. VJM works to establish a Scientific Dharma (Scientific Way of Life) through publications, media, and grassroots scientific engagement.
  • National Vision: VJM writes the future of India on a scientific foundation. It aims to develop scientific leadership within the legislative framework to transform the United States of India (Bharat) into a Scientific India.

CORE OBJECTIVES

The primary objectives of Vigyanmev Jayate are:

  1. Popularization of Science: To promote and popularize science across all sections of Indian society, from urban centers to remote rural areas.
  2. Promotion of Scientific Temper: To disseminate scientific temperament (Scientific Temper) and rational thinking, thereby eliminating superstition, dogma, and blind faith.
  3. Multilingual Science Communication: To foster and strengthen science communication in various Indian languages, primarily Hindi and English, making science accessible to every citizen.
  4. Scientific Journalism: To develop and promote scientific journalism across all media platforms including print, electronic, voice, radio, television, and social networking sites.
  5. Youth Empowerment: To identify, nurture, and empower young scientific minds (aged 14–25 years) through competitive examinations, scholarships, and hands-on scientific activities.
  6. Grassroots Scientific Network: To establish a robust network of Science Press Clubs at the national, state, divisional, district, sub-divisional, block, and panchayat levels.
  7. Employment Generation: To create sustainable self-employment opportunities through scientific publishing, documentary filmmaking, digital media production, and scientific project implementation.
  8. Digital & Audio-Visual Outreach: To leverage digital audio-visual media, OTT platforms (India Science), DD Science Channel, radio, and Ham Radio centers for widespread scientific broadcasting.
  9. Capacity Building & Training: To conduct scientific communication and journalism training programs for school teachers, college professors, and common citizens.
  10. Constitutional Rights Advocacy: To promote and protect the constitutional rights of students (aged 7–25 years) through multi-purpose scientific awareness campaigns in collaboration with UNICEF, UNESCO, and NGOs.
  11. Socio-Economic-Scientific Development: To contribute to the literary, cultural, educational, social, economic, commercial, archaeological, agricultural, environmental, technological, and research development of the nation.

STRATEGIC GOALS

The long-term strategic goals of Vigyanmev Jayate are:

  1. Establishment of Autonomous Scientific Institution: To achieve full autonomous status under the Government of India, ensuring structured funding, operational independence, and enhanced impact.
  2. Creation of Scientific Infrastructure:
  • Establish digital libraries in government and non-government educational institutions.
  • Set up legal aid centers in collaboration with legal organizations and advocates.
  • Establish scientific film cities, radio, and television broadcasting centers.
  • Develop observatories for celestial observation and astronomical research.
  1. Formation of Press Club Boards:
  • Establish VJM Science Press Club Boards at all administrative levels (State, Division, District, Sub-Division, Block, Panchayat).
  • These boards shall operate independently after drafting their constitution and filing an affidavit before the concerned District Magistrate.
  • Bank accounts for Press Club Boards shall be opened in nationalized banks.
  1. Scientific Publications:
  • Publish popular science books, magazines, and digital content in Hindi and English.
  • Major publication includes the monumental scientific treatise "Vaigyanik Dhamma Sahita" (Maha Vigyan Granth) .
  1. Media & Broadcasting:
  • Produce and broadcast scientific documentaries, short/mid/long films, debates, and serials.
  • Regular broadcasting of science programs through radio stations and Ham Radio Centers.
  • Active presence on OTT platforms (India Science), DD Science, YouTube, WhatsApp, Facebook, Twitter, Instagram, and email networks.
  1. Training & Capacity Building:
  • Organize scientific journalism and digital technology/computer software training programs.
  • Establish training centers for selected students with structured curricula.
  • Collaborate with higher secondary (+2) and college science teachers/professors by forming a Training Board.
  • Request state governments to grant one day of leave per month and 12 additional days annually for selected teachers/professors cooperating with VJM.
  1. Scientific Competitions & Scholarships:
  • Conduct the "Rashtriya Vigyanvir Selection Competition" for students aged 14–25 years.
  • Award annual science scholarships ranging from ₹250 to ₹1,500 based on selection category.
  • Provide Vigyanvritti (Science Fellowships) for 1, 2, or 3 years to selected students.
  1. National & International Collaborations:
  • Partner with UNICEF and UNESCO for scientific awareness campaigns focused on children's constitutional rights.
  • Collaborate with NGOs for scientific research and activities.
  1. Promotion of Scientific Innovation:
  • Encourage innovative scientific projects to be submitted to the Government of India.
  • Upon approval, provide comprehensive support and incentive packages for project implementation.
  1. Constitutional & Legal Framework:
  • All legal matters and execution shall be under the jurisdiction of the courts of East Champaran, Bihar, while VJM reserves the right to file legal cases in any court of the Republic of India.

INCENTIVES & BENEFITS FOR MEMBERS

  1. Vigyanvir (Science Warrior) Scholarships: ₹250 to ₹1,500 annually based on examination performance and category. Article writing is mandatory.
  2. Bureau Membership: Vigyanvir members who opt for Life-Time Membership shall be recognized as Bureau Members. Based on age (18–25 years), qualifications, and performance, they shall receive a monthly incentive package ranging from ₹5,000 to ₹15,000.
  3. Project-Based Incentive Packages: Outstanding life-time members, bureau members, or position holders may receive additional annual incentive packages ranging from ₹6,00,000 to ₹15,00,000 through approved scientific projects submitted to the Government of India.
  4. Permanent Government Service: After 10 years of dedicated service, active members (President, Secretary, Bureau Chief, News Reader, or Class II/III/IV staff) may be considered for permanent government service with monthly honorarium/salary and pension as per Central/State Government rules, provided they qualify through competitive examinations as per Government of India norms.
  5. Note: VJM does not guarantee direct government employment. All government service appointments shall be subject to competitive examinations and applicable Government of India rules.

OPERATIONAL FRAMEWORK

  • Autonomous & Self-Governing: VJM functions as a self-governing organization under the Government of India, operating through dedicated scientific volunteers and Press Club Boards.
  • Funding Sources: Revenue is generated through annual/life-time memberships, magazine sales, advertisements (commercial and government), government grants, and website advertisements.
  • Scientific Activities & Programs:
  • National Science Day (February 20–28)
  • Republic Day (January 26)
  • Independence Day (August 15)
  • Various scientific programs on other national and international days.
  • Publicity & Outreach: VJM promotes and publicizes programs of all ministries and departments of the Government of India at all levels.
  • Legal Jurisdiction: Legal matters shall be executed under the jurisdiction of East Champaran, Bihar. VJM can file legal cases in any court of the Republic of India.
